Rare earth market update on October 14, 2025
The domestic rare earth market is experiencing a general downward trend, with neodymium oxide price decreasing by approximately 20,000 yuan per ton, praseodymium-neodymium metal price by approximately 15,000 yuan per ton, and terbium oxide price by approximately 30,000 yuan per ton. Notably, influenced by the recent continuous decline in praseodymium-neodymium raw material prices, the prices of rare earth permanent magnet materials and their scrap have also declined, with 52H neodymium-iron-boron blank blocks and neodymium-iron-boron scrap (praseodymium-neodymium) decreasing by approximately 1 yuan per kilogram and 25 yuan per kilogram, respectively.
It is understood that the recent decline in rare earth prices has generally heightened downstream production enterprises' awareness to purchase at lower levels. At the same time, the increasingly prominent strategic status of rare earths as metals has, to some extent, boosted market trading activity. However, due to limited demand increments from downstream users and high willingness among suppliers to reduce prices for shipments, rare earth prices have recently oscillated downward.
Currently, industry players are closely focusing on how China will further strengthen export controls on related rare earth items and technologies. According to the Ministry of Commerce website, in response to a reporter's question: "On October 9, the Ministry of Commerce and the General Administration of Customs issued an announcement implementing export controls on related rare earth items. What considerations led to this on the Chinese side?" The reply stated: "The Chinese side has issued export control measures on related rare earth items, which is a legitimate practice by the Chinese government to improve its export control system in accordance with laws and regulations. The current world situation is turbulent, with military conflicts occurring frequently. The Chinese side notes that medium and heavy rare earth related items have important applications in the military field. As a responsible major country, China lawfully implements export controls on related items to better safeguard world peace and regional stability and fulfill international obligations such as non-proliferation. China's export controls are not export bans; applications that meet the regulations will be approved. Before the measures were announced, the Chinese side had notified relevant countries and regions through bilateral export control dialogue mechanisms. China is willing to strengthen export control dialogue and exchanges with countries to better safeguard the security and stability of global industrial and supply chains."
